Why Do We File Charges Against Terrorists But Use Drones Against US Citizens?

Yesterday the Obama administration reportedly filed charges against the leader of one of the terrorist groups in Libya which allegedly was responsible for the attacks which killed a US Ambassador.  Good.  One must question why it took about 11 months to actually file charges, particularly when they haven't even interviewed people who were directly responsible, but it's a start.

So why are we filing charges against this terrorist when the same administration has argued they can use a drone to simply kill US citizens who have sided with the terrorists, as well as other foreign terrorists?  Why the two paths to justice?
